Subject BUSINESS SERVICES
I. RATIFY
THIRD-PARTY CLAIMS ADMINISTRATION SERVICE AGREEMENT
A. Ratify an agreement with Carl Warren &
Co., Inc. to provide claims administration services relative to the management
of third-party liability claims during the period August 1, 2003 to July 31,
2004, inclusive, at a total cost of $60,000.
B. Ratify establishment and periodic replenishment of a $40,000 claims ayment fund to be used to reimburse claims payments and litigation fees and costs.
Background: Authorization
to contract for third-party claims administration services is made pursuant to
Board Rule 7313. Funding is through the
Districtwide General Fund.
II. AUTHORIZE
PAYMENT
Authorize
payment of the following expenditure:
$250
to Annie Goldman, Director of Community Services and Extension Program at Los
Angeles Valley College, as reimbursement of expense for the 2003 Women in
Business luncheon and awards ceremony on October 17, 2003.
Background: Funding is through the Extension Program
fund.
III. AUTHORIZE ACCEPTANCE OF FUNDS FOR
CAPITAL OUTLAY PROJECTS
Authorize the acceptance of funds from the State of California through the Chancellor’s Office of the California Community Colleges, appropriated in the 2003-2004 Governor’s state budget allocation, for the three colleges listed below: (BTA’s: D-402, D-403, D-404)

Background: The project for City College’s “Martin
Luther King Learning Resource Center” is funded 100% by the State’s Higher
Education Capital Outlay Bond Fund. The
projects for East LA College’s “Fine and Performing Arts Center” and Harbor
College’s “Applied Technology Building” are both funded 50/50 by the State and
LACCD’s Prop A Bond.
IV. ACCEPTANCE OF SPECIALLY FUNDED INCOME
A. LOS ANGELES CITY COLLEGE
1. Ratify acceptance of $5,106 from the San
Francisco Community College District for the Early Childhood Mentor Program at
Los Angeles City College for the period September 1, 2003 to June 30, 2004,
inclusive. (BTA: C-206)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($5,106) to
the following accounts: 100000
($3,841); 300000 ($340); 400000 ($925).
Background: These funds will be used to arrange for
course offerings, recruit prospective Mentors, appoint a Selection Committee,
coordinate the selection process, place student teachers with Mentors, and
approve Post-Practicum and Director placements.
FISCAL IMPLICATIONS: No District matching is required.
2. Ratify acceptance of $20,000 from the
Yosemite Community College District for the Child Development Training
Consortium Program at Los Angeles City College for the period August 1, 2003 to
July 31, 2004, inclusive. (BTA: C-222)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the Child Development Fund from Local
($20,000) to the following accounts:
100000 ($3,022); 200000 ($1,942); 300000 ($453); 400000 ($3,583); 700000
($11,000).
Background: These funds will be used to provide classes
for students working toward California Child Development Teacher or Supervisory
Permits and who are currently working with children in programs that serve
infants through kindergartners and (or) before and after school programs. Qualified students will be allotted partial
reimbursement for fees and books and assistance in planning their programs to
meet their intended goals.
FISCAL IMPLICATIONS: No District matching is required.
B. EAST LOS ANGELES COLLEGE
Ratify
acceptance of $16,448 from the California Community College Foundation for the
Early Start To Emancipation Program (ESTEP) at East Los Angeles College for the
period July 3, 2003 to June 30, 2004, inclusive. (BTA: E-126)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from State ($16,448)
to the following accounts: 100000
($527); 200000 ($11,720); 300000 ($644); 400000 ($627); 500000 ($2,930).
Background: These funds will be used to conduct twelve
workshops in three training series.
Each training series will consist of four
workshops
at four hours each, totaling 48 hours for a maximum of 30 youth enrolled per
training series totaling 90 youth. Four
percent indirect charge and Food is included.
FISCAL IMPLICATIONS: No District matching is required.
C. LOS ANGELES MISSION COLLEGE
Ratify
acceptance of $17,500 from the Yosemite Community College District for the
Child Development Training Consortium Program at Los Angeles Mission College
for the period August 1, 2003 to July 31, 2004, inclusive. (BTA:
M-27)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the Child Development Fund from Local
($17,500) to the following accounts:
400000 ($2,650); 500000 ($1,600); 700000 ($13,250).
Background: These funds will be used to provide classes
for students working toward California children’s center permit and who are
currently working in state and federally funded child development centers,
private child development centers, or family day care centers. Qualified students will be allotted tuition
and partial book reimbursement as well as assistance in planning their programs
to meet their intended goal. In
addition, funds will be used for materials and services needed to assist
students in the successful completion of coursework.
FISCAL IMPLICATIONS: No District matching is required.
D. LOS ANGELES TRADE-TECHNICAL COLLEGE
1. Ratify acceptance of $72,000 from New
Directions, Inc. for the Contract Education Program at Los Angeles
Trade-Technical College for the period October 1, 2003 to June 30, 2004,
inclusive. (BTA: T-97)
In accordance with
Title 5 of the California Code of Regulations, Section 58308, the District
budget is increased within the General Fund from Local ($72,000) to the
following accounts: 100000 ($26,000); 200000 ($8,500); 300000 ($5,000); 400000
($16,000); 500000 ($1,500); 600000 ($15,000).
Background: These funds will be used to train students
in basic construction (handyman) skills.
FISCAL
IMPLICATIONS: No District matching is required.
2. Ratify acceptance of $5,000 from the
California Articulation Number System for the California Articulation Number
System Program (CAN) at Los Angeles Trade-Technical College for the period July
1, 2003 to June 30, 2004, inclusive. (BTA:
T-98)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from State ($5,000) to
the following accounts: 200000
($4,500); 400000 ($100); 500000 ($400).
Background: These funds will be used for the support of
the articulation function and CAN related activities.
FISCAL IMPLICATIONS: No District matching is required.
3. Ratify acceptance of $10,000 from the
Yosemite Community College District for the Child Development Training Consortium
Program at Los Angeles Trade-Technical College for the period August 1, 2003 to
July 31, 2004, inclusive. (BTA: T-100)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($10,000)
to account 200000 ($10,000).
Background: These funds will be used to provide classes
for students working toward California children’s center permit and who are
currently working in state and federally funded child development centers,
private child development centers, or family day care centers. Qualified students will be allotted tuition
and partial book reimbursement as well as assistance in planning their programs
to meet their intended goal. In
addition, funds will be used for materials and services needed to assist

E. LOS ANGELES VALLEY COLLEGE
1. Ratify acceptance of $23,544 from the U.
S. Department of Education for the Minority Science and Engineering Improvement
Program (MSEIP) at Los Angeles Valley College for the period October 1, 2003 to
September 30, 2004, inclusive. (BTA: V-154)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Federal ($23,544)
to the following accounts: 200000
($15,644); 400000 ($3,300); 500000 ($4,600).
Background: These funds will be used to provide two
academies per semester to introduce students to the area of biotechnology.
FISCAL IMPLICATIONS: No District matching is required.
2. Ratify acceptance of $143,513 from the U.
S. Department of Education for the Accelerated Nursing Career Path Program at Los
Angeles Valley Colleges and Los Angeles Southwest College for the period
September 1, 2003 to August 31, 2004, inclusive. (BTA: V-155)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Federal
($143,513) to the following accounts: 100000 ($61,568); 200000 ($4,420); 400000
($6,021); 500000 ($69,504); 600000 ($2,000).
Background: These funds will be used to 1) Ensure
License Vocational Nurses (LVN) success in two semesters and in passing the
National Council Licensing Examination-Register Nurse (NCLEX-RN); and 2)
Increase the success rate of at-risk generic RN students to pass the NCLEX-RN.
Awards
have been received by the colleges as follows:
Valley ($84,842), Southwest ($58,671).
FISCAL IMPLICATIONS: No District matching is required.
3. Ratify acceptance of $134,076 from the U.
S. Department of Education for the Comprehensive Program at Los Angeles Valley
Colleges for the period August 15, 2003 to August 14, 2004, inclusive. (BTA:
V-209)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Federal
($134,076) to the following accounts: 200000 ($66,944); 400000 ($11,850);
500000 ($55,282).
Background: These funds will be used to 1) Focus on the
improvement of student access and student retention and program completion by
innovative learning strategies and resources to the classroom; and 2) Provide a
vehicle for students, faculty, and staff to engage in meaningful dialogue about
the learning process itself and how it applies to the subject being studied.
FISCAL IMPLICATIONS: No District matching is required.
F. WEST LOS ANGELES COLLEGE
Ratify
acceptance of $228,825 from the U. S. Department of Education for the TRIO
Student Support Services Program at West Los Angeles College for the period
September 1, 2003 to August 31, 2004, inclusive. (BTA: W-32)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Federal
($228,825) to the following accounts:
200000 ($134,433); 300000 ($49,785); 500000 ($15,969); 700000 ($28,638).
Background: These funds will be used to provide services
for TRIO student support.
FISCAL IMPLICATIONS: No District matching is required.
G. DISTRICT OFFICE
1.
Authorize acceptance
of insurance proceeds in the amount of $57,202 from Affiliated FM Insurance Co.
for East Los Angeles College as payment for the Men’s Gym destroyed by fire on
February 9, 2002. (BTA: D-365)
Background: these funds will used for the repair of East
Los Angeles College’s Men’s Gym.
2. Authorize the acceptance by the District
of $259,820 from the State Chancellor’s Office, California Community Colleges,
for the Credit Matriculation Program at City, East, Harbor, Mission, Pierce,
Southwest, Trade-Technical, and West Los Angeles Colleges for the period July
1, 2003 through June 30, 2004.

In
accordance with Education Code Section 85210, the District budget is increased
within the General Fund from the State ($230,432) to account 700000.
Background: The State Chancellor’s Office has revised
Credit Matriculation Program allocation.
The colleges listed have received a net increase of $259,820 over the
amount included in the 2003-2004 Final Budget.
The funds will be placed in the Unallocated account until colleges can
transfer funds into the appropriate objects of expenditure.
Awards
have been received by the colleges as follows:
City ($61,760); East ($49,971); Harbor ($23,824); Mission ($22,807);
Pierce ($42,053); Southwest ($20,570); Trade-Tech ($16,453); West ($22,382).
FISCAL IMPLICATIONS: No District matching is required.
3. Authorize the acceptance by the District
of $401,709 from the State Chancellor’s Office, California Community Colleges,
for the EOPS Program at East, Harbor, Mission, Pierce, Southwest,
Trade-Technical, Valley, and West Los Angeles Colleges for the period July 1,
2003 through June 30, 2004. (BTA: D-395B)
In
accordance with Education Code Section 85210, the District budget is increased
within the General Fund from the State ($401,709) to account 700000.
Background: The State Chancellor’s Office has revised
EOPS Program allocation. The colleges
listed have received a net increase of $401,709 over the amount included in the
2003-2004 Final Budget. The funds will
be placed in the Unallocated account until colleges can transfer funds into the
appropriate objects of expenditure.
Awards
have been received by the colleges as follows:
East ($64,033); Harbor ($33,808); Mission ($63,244); Pierce ($36,633);
Southwest ($36,463); Trade-Tech ($67,809); Valley ($43,018); West ($56,701).
