Subject BUSINESS SERVICES ROUTINE REPORT
I. AUTHORIZE PURCHASE ORDER
Authorize a purchase order
with Data2Info to purchase an educational software package ActionPlanIt,
without formal bidding pursuant to California Education Code section 81651 for
Los Angeles City College, total cost $128,500.
Background: This purchase is being made pursuant to Education Code 81651 that allows for the purchase of educational software without formal bidding. Software is to be used by students in classroom work to establish their individual education planning. Funding is through Title V Specially Funded Program funds.
II. RATIFY SERVICE AGREEMENT
Ratify
an agreement with Jeffrey W. Monical, doing business as Lavell Communications,
for creating and implementing a communications program aimed at informing
employees and retirees about health benefit issues for the 2003-04 plan year,
with services to be performed during the period May 13, 2003 through April 30,
2004, inclusive, at a cost not to exceed $113,000.
Background: This contract would yield a multimedia
communications campaign designed to inform District employees and retirees
about the changes in health benefits recently approved by the Board on the
recommendation of the Joint Labor/Management Benefits Committee. The information would be provided in
preparation for the 2003-04 health benefits open enrollment period scheduled
for this August. Funding is through a
$100,000 donation by the Blue Cross of California Fund and the District Office
General Fund.
III. RATIFY ACCEPTANCE OF DONATIONS
Ratify
the following donations and express appreciation to the donors for their
contributions to the District’s educational program. All values were determined by the respective donor:
District
Office
$100,000
cash donation from Blue Cross of California Fund for communicating health
benefits and changes to LACCD employees and retirees.
Los
Angeles Pierce College
$2,500
cash donation from Los Angeles Mission College Foundation Engineering Fund
Account, to support one Engineering Program class (Gen. Eng. 214A) at the
college.
IV. ACCEPTANCE OF SPECIALLY FUNDED INCOME
A. EAST LOS ANGELES COLLEGE
1. Ratify acceptance of $3,759 from the
California Department of Education for the Half-Day State Preschool Program at
East Los Angeles College for the period July 1, 2002 to June 30, 2003,
inclusive. (BTA: E-339)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from State ($3,759) to
account 400000.
Background: These funds will be used for the purpose of
materials and supplies for the Child Development Center.
FISCAL IMPLICATIONS: No District matching is required.
2. Ratify acceptance of $210,000 from the
Nutrition Services Division, California Department of Education, for the Summer
Food Service Program at East Los Angeles College for the period June 23, 2003
to August 29, 2003, inclusive. (BTA: E-342)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the Cafeteria Fund from State
($210,000) to the following accounts:
200000 ($68,000); 300000 ($6,000); 400000 ($125,000); 500000 ($11,000).
Background: These funds will be used to provide free
meals for all eligible enrolled children who are 18 years of age and younger.
FISCAL IMPLICATIONS: No District matching is required.
3. Ratify acceptance of $27,601 from the
California Department of Education for the Half Day Child Care Program at East
Los Angeles College for the period July 1, 2002 to June 30, 2003,
inclusive. (BTA: E-344)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the Child Development Fund from State
($27,601) to account 700000.
Background: These funds will be used operate the Half
Day Child Care Program.
FISCAL IMPLICATIONS: No District matching is required.
4. Ratify acceptance of $6,840 from the
State Chancellor’s Office, California Community Colleges, for the EOPS Program
at East Los Angeles College for the period July 1, 2002 to September 30, 2003,
inclusive. (BTA: E-347).
In
accordance with Education Code Section 85210, the District budget is increased
within the Student Financial Aid Fund from the State ($6,840) to account
700000.
Background: These additional funds will be used for the
EOPS Grants/Workstudy (Category C) and/or Book Services (object code 7000B).
FISCAL IMPLICATIONS: No District matching is required.
5. Ratify acceptance of $25,577 from the
California Department of Education for the Full-Day Preschool Program at East
Los Angeles College for the period July 1, 2002 to June 30, 2003,
inclusive. (BTA: E-349)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the Child Development Fund from State
($25,577) to account 700000.
Background: These additional funds will be used to
operate the Full-Day Preschool Program.
FISCAL IMPLICATIONS: No District matching is required.
B. LOS ANGELES HARBOR COLLEGE
Ratify
acceptance of $30,000 from the MCS Rehabilitation Inc., City of Los Angeles,
for the Healthcare Career Ladder Project Program at Los Angeles Harbor College
for the period March 1, 2003 to June 30, 2003, inclusive. (BTA:

In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($30,000)
to the following accounts: 100000
($8,000); 200000 ($13,000); 300000 ($2,000); 400000 ($4,000); 600000 ($3,000).
Background: These funds will be used to provide a CNA
training program for 30 Healthcare Career Ladder participants.
FISCAL
IMPLICATIONS: No District matching
is required.
C LOS ANGELES PIERCE COLLEGE
Ratify
acceptance of $12,395 from the State Chancellor’s Office, California Community
Colleges, for the Tech-Prep Program at Los Angeles Pierce College for the period
July 1, 2002 to June 30, 2003, inclusive.

accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from State ($12,395)
to account 100000.
Background: These funds will be used to provide
additional services for the Tech-Prep Program.

D. LOS ANGELES VALLEY COLLEGE
1. Ratify acceptance of $123,892 from the
State Chancellor’s Office, California Community Colleges, for the Tech-Prep
Targeted Use Grant Program at Los Angeles Valley College for the period January
1, 2003 to December 31, 2003, inclusive.

accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from State ($123,892)
to the following accounts: 100000

Background: These funds will be used to provide services
for the Tech-Prep Targeted Use Grant Program.

2. Ratify acceptance of $12,395 from the
State Chancellor’s Office, California Community Colleges, for the Tech-Prep
Program at Los Angeles Valley College for the period July 1, 2002 to June 30,

the District budget is increased within the General Fund from State ($12,395)

3. Ratify acceptance of $160,906 from the U.
S. Department of Education for the Title V Strengthening Hispanic-Serving
Institutions Program at Los Angeles Valley College for the period October 1,
2002 to September 30, 2007, inclusive.

accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Federal
($160,906) to the following accounts:
100000 ($81,925); 200000 ($46,000); 300000 ($31,981); 400000 ($1,000).
Background: These funds will be used to operate the
Title V Strengthening Hispanic-Serving Institutions Program, a cooperative
grant between Woodbury University and Los Angeles Valley College.
FISCAL IMPLICATIONS: No District matching is required.
E. DISTRICT
OFFICE
1. Authorize acceptance by the District of
$19,586 from the Los Angeles County Department of Public Social Services for
the Limited English Proficient Program at the District Office for the period
March 5, 2003 to June 30, 2003, inclusive.

In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($19,586)
to account 700000.
Background: These additional funds will be used to
provide a comprehensive and innovative set of eight programs to deliver
intensive vocational English as a second language immersion training in concert
with high demand occupational training to Limited English Proficient and
Non-English Proficient CalWORKs participants.
Training will take place at seven of the colleges, ELAC, LAHC, LAMC,
LAPC, LASC, LATTC, and LAVC.
FISCAL IMPLICATIONS: No District matching is required.
2. Authorize acceptance by the District of
$983,612 from the Los Angeles County Children Families First Proposition 10
Commission for the Project TRACK-Teaching Resources and Community Knowledge
Program at the District Office for the period May 14, 2003 to May 13, 2004,
inclusive. (BTA: D-759)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($983,612)
to the following accounts: 100000
($135,639); 200000 ($472,770); 300000 ($55,437); 400000 ($19,121); 500000
($176,058); 700000 ($62,022); 200000 ($22,983) at City; 200000 ($39,582) at
Mission.
Background: These additional funds will be used to
provide an increased level of training for childcare providers, improve
services for children with special needs and enhance early learning and
literacy.
FISCAL IMPLICATIONS: No District matching is required.
3. Authorize acceptance by the District of
$95,000 from Workplace Hollywood for the Production Assistant Pre-Boot Camp and
Boot Camp Program at the District Office for the period June 1, 2003 to May 31,
2004, inclusive. (BTA: D-760)
In
accordance with Title 5 of the California Code of Regulations, Section 58308,
the District budget is increased within the General Fund from Local ($95,000)
to account 700000.
Background:
These additional funds will be used to
offer two Production Assistant Boot Camps and faculty development work
experiences in the first year.
FISCAL IMPLICATIONS: No District matching is required.
V. ACCEPTANCE OF INCOME
A. Authorize the acceptance of $165,000 in
income collected from Bookstore Sales at Los Angeles City College. These funds will be appropriated to account
400000. (BTA: C-929)
Background: These funds will be used to augment the New
Textbooks and Used Textbooks accounts in order to purchase additional textbooks
for Summer Session.
B. Authorize the acceptance of $502 in income
collected from Auto Shop income at Los Angeles Pierce College. These funds will be appropriated to account
400000. (BTA: P-425)
Background: These funds will be used to augment the
Material Fee Expense account in order to purchase materials.
C. Authorize the acceptance of $453 in income
collected from the Veterans’ Education Fees at Los Angeles Pierce College. These funds will be appropriated to account
500000. (BTA: P-433)
Background: These funds will be used to augment the
Travel account.
VI. REDUCTION OF INCOME
In Fund 10865, California Nutrition Network, a specially funded program, transfer $38,186 from account 100000 to account 800000. (BTA: E-332)
Background: The Department of Health Services, State of
California, has reduced the allocation
for the California Nutrition Network Program.
Los Angeles College received a $38,186 decrease. The Classified Salaries account is being
reduced.
