 Subject:  FACILITIES PLANNING AND DEVELOPMENT ROUTINE REPORTS

  I.         AUTHORIZE FINAL PROJECT PROPOSALS (FPP)

 

Authorize the annual transmittal of funding requests to the State Chancellor’s

Office for Final Project Proposals (FPP) for the fiscal year 2005-06 pursuant

to the Education Code Section 81820 et. Seq.

Background:  The District’s capital construction needs are outlined in the

Five-Year Capital Construction Plan; a planning document used by

the State Chancellor’s Office and the District to identify ongoing and future

projects, schedules, enrollment projections, facility capacity and utilization,

and funding needs.  Funding proposals for projects in the plan first take the

form of an Initial Project Proposal (IPP). The IPP is conceptual in nature and

serves as a funding request for funds three (3) years in advance.  An FPP is

a comprehensive, project-specific document and requests funds two (2)

years in advance.                                                                       

 

                  

       II.         AUTHORIZE AMENDMENT OF SERVICE AGREEMENTS

 

A.     Authorize Amendment No. 1 of Agreement No. 01-0013 with MTLG. Inc. to provide additional inspection and testing for the “Ceiling and Lighting Replacement and Upgrade” project at Los Angeles Valley College for an additional amount of $ 1,103.

 

Background:  This agreement was authorized by the Board of Trustees on June 13 2001 (Com. No. BSD 3).  The construction of this project requires compression testing and inspection throughout the project, and testing that was not in the original scope is now needed. This revised agreement total is $21,103 with this amendment. Funding is through Federal Emergency Management Agency (FEMA) under Hazard Mitigation Grant Program with a college match of 25% from the state State of California Departeme of General Services Lease Purchase Transaction.

 

B.     Authorize amendment No. 2 of Agreement No. 01-0015 with BPI Inspection to provide additional inspection and testing for the project “Remodel for Efficiency” at Los Angeles Valley College for an additional amount of          $ 40,150.

 

Background:  This agreement was authorized by the Board of Trustees on June 13 2001 (Com. No. BSD 3).  Additional quality control and inspection was required for completion of this project.  This agreement totals $90,150 with this amendment.  Funding is through the 1999-2000 State Capital Outlay Program.

 

                III.           AUTHORIZE CONSTRUCTION CONTRACT

 

Authorize an agreement with Airdraulics for the project “Installation of Automotive Lifts” at Los Angeles Trade-Technical College in the amount of $164,700.

 

Background:  This contract is the result of competitive bidding. One (1) bid package was requested; one bid was received, for the amount of $164,700.

Funding is through a Directed Grant for the State of California, Department of Education, through the efforts of Congresswomen Lucille Roybal-Allard.

 

The funds come from a Federal Grant.  The Project Title is listed as Directed Grant, 84.116Z under authority of PL 105-277 Omnibus Appropriation Act, Fund for the Improvement of Postsecondary Education.  Award period:  5/1/02 - 9/30/03.  Grant nofification comes from the U.S. Department of Education. 

 

     IV.          RATIFY CHANGE ORDER AND AUTHORIZE ACCEPTANCE OF COMPLETION OF CONSTRUCTION CONTRACTS

 

A.           Authorize the following actions on Agreement 4500010504 with Graycon Inc. for the project “Boiler Replacement” at Los Angeles Mission College.

 

1.      Ratify Change Order No. 1, in the amount of $ 4,691.50

                                                - add 2” Clay bypass valve

                  

2.      Authorize Acceptance of Completion with a substantial completion date of May 23, 2003.

 

                             Background:   This agreement was ratified by the Board of Trustees on June 11, 2003 (Com. No. BSD2).  Additional work not in the original scope was required to equalize water tempeture in the main loop. Total change orders, are $4,691.50 or 4.7% of the original contract amount. This contract totals $104,200 with this change order. Funding of $64,000 is through the 1999-2000 Scheduled Maintenance Program and $40,200 is through the 2000-2001 Scheduled Maintenance Program, with a 50% District match for each program.

 

B.           Authorize the following actions on Agreement No. 99-1025 with First Fire Systems Inc., for the project “Replace Fire Alarm System Campus-wide” at Los Angeles Trade-Technical College.

 

      1.   Ratify Change Order No. 2 in the amount of $2,108.76 and a time extension of 120 days.                                   

 

-add one pull station and fire suppression element          $1,458.54

2.      Authorize Acceptance of Completion with a Substantial completion date of April 30, 2003.

 

                             Background:  This agreement was authorized by the Board of Trustees on April 14, 1999 (Com No. BSD2). Additional labor and materials were required to accommodate the college’s ongoing programs and to address field requests from the Division of the State Architect.  Total change orders to date are $10,196.45 or 2% of the original contract amount.   This project totals $504,796.45 with this change order.  This change order is funded through the 2000-2001 Scheduled Maintenance Program with a 50% district match.

 

      V.          AUTHORIZE ADOPTION OF CONSTRUCTION PLANS AND SPECIFICATIONS

 

A.      Authorize the adoption of plans and specifications for the project, “Replace Diesel Fire Pumps” at West Los Angeles College.

 

                   Background:  In accordance with Public Contract Code Section 22039, the Board shall adopt the plans and specifications for the project prior to bidding the construction work on the project.  The project plans and specifications have been designed and developed by a licensed professional engineer and reviewed by the Los Angeles Community College District Facilities Planning and Development Director or designee.

 

B.      Authorize the adoption of plans and specifications for the project, “Replace Campus Security System and Wiring” at West Los Angeles College.

 

                   Background:  In accordance with Public Contract Code Section 22039, the Board shall adopt the plans and specifications for the project prior to bidding the construction work on the project.  The project plans and specifications have been designed and developed by a licensed professional engineer and reviewed by the Los Angeles Community College District Facilities Planning and Development Director or designee.

 

C.           Authorize the adoption of plans and specifications for the project, “Replace Irrigation Water Mains” at West Los Angeles College.

 

Background:  In accordance with Public Contract Code Section 22039, the Board shall adopt the plans and specifications for the project prior to bidding the construction work on the project.  The project plans and specifications have been designed and developed by a licensed professional engineer and reviewed by the Los Angeles Community College District Facilities Planning and Development Director or designee.
