ROUTINE REPORT
PROPOSITION A PROJECTS
I.
AUTHORIZE SERVICE AGREEMENTS
A. Authorize Amendment
No. 2 to Agreement No. 30249 with Albert + Rachlin Architects to provide
additional design/engineering services for the Franklin Hall Modernization and
Jefferson Hall Modernization projects at Los Angeles City College during the
period November 6, 2003 through July 26, 2006 at a cost not to exceed $645,577
inclusive of eligible reimbursable expenses.
Background: This agreement was authorized by the Board
of Trustees on October 9, 2002 (Com. No. BSD4). Under the original contract Albert + Rachlin Architects was
selected to provide programming and architectural and engineering services for
the Franklin Hall Modernization and Jefferson Hall Modernization projects. The scope of these projects has been
increased as a result of the passage of Proposition AA to include
reconfiguration of space, renovation of HVAC systems, incorporation of
sustainable elements, renovation of the student and faculty restrooms to make
them ADA accessible, removal of hazardous materials, installation of suspended
ceilings in classrooms, and upgrade of the security and communication
systems. The revised contract amount
including this amendment is $______.
Funding is through Proposition A bond proceeds. Franklin Hall Modernization 01C.6109.03
($550,438), Jefferson Hall Modernization 01C.6111.03 ($95,139).
B. Authorize Amendment No. 1 to Agreement No. _______
with Tishman Construction Corporation of California to provide construction
management services for an additional two months at the North East campus of
Los Angeles City College during the period November 6, 2003 through December
31, 2003 at a cost not to exceed $______
inclusive of eligible reimbursable expenses.
Background: This agreement was authorized by the Board
of Trustees on ______________ (Com. No. BSD__). Under the original contract which extends through October 31,
2003, Tishman Construction Corporation of California was retained to provide
construction management services at the North East Campus of Los Angeles City
College. As a result of the passage of
Proposition AA, development of the North East campus will be from bond
proceeds. At the request of the
college, Tishman Construction Corporation of California will continue to act as
manager of work at the North East campus.
The existing agreement will be extended two months while the terms and
conditions of their new contract is settled.
Funding is through Proposition AA bond proceeds. _____________ __________.
D. Authorize Amendment No. 1 to Agreement No. 30306 with
Pugh Scarpa Kodama to provide design/engineering services for the Gymnasium
project at Los Angeles Trade-Technical College during the period November 6,
2003 through December 29, 2004 at a cost not to exceed $195,000 inclusive of
eligible reimbursable expenses.
Background: This agreement was authorized by the Board
of Trustees on January 8, 2003 (Com. No. BSD1). Under the original contract Pugh Scarpa Kodama was retained to
provide design and construction administration services for the Gymnasium
project at Los Angeles Trade-Technical College. At the request of the college, additional architectural and
design services are required to increase the scope to provide for a structural
upgrade due to added roof load incurred in the second floor patio roof and to
design exterior treatment including a connecting element between buildings “G”
and “F.” . The revised contract amount including this amendment is

E. Authorize
an agreement with ARUP to provide LEED commissioning services for the Student
Services building project November 6, 2003 through November 15, 2007 at a cost
not to exceed $596,420 inclusive of eligible reimbursable expenses.
Background: The Master Plan at Los Angeles Pierce
College forvides for the construction of a new Student Services building. ARUP
has been selected from the on-call list of qualified consultants who submitted
Statements of Qualifications for commissioning services. Funding is through Proposition A bond

F. Authorize Amendment No. 1 to Agreement No. 305__ with
Smith Group to provide architectural and engineering services for the
Technology Instruction and Classroom Building project at Los Angeles Harbor
College during the period November 6, 2003 through November 15, 2007 at a cost
not to exceed $596,420 inclusive of eligible reimbursable expenses, and ratify
agreement with Smith Group to provide conceptual design services for the
project during the period October 29, 2003 through December 1, 2003 at a cost
not to exceed $49,900 inclusive of eligible reimbursable expenses.
Background: This Master Plan at Los Angeles Harbor
College provides for the construction of a new Technology Instruction and
Classroom Building. Smith Group has
been selected to provide architectural and engineering services for the project
from among firms submitting Statements of Qualifications in response to a
Request for Qualifications posted on the Proposition A and AA website. An initial contract has been issued in the
amount of $49,900 for a preliminary scope of work to be undertaken
immediately. The total amount of the
contract including the initial scope of work and the architectural and
engineering fee is $6_____, which is within the architectural fee guidelines
stated in the Los Angeles Communithy College Administrative Regulations Index
No. B-26. Funding is through
Proposition A bond proceeds. Gymnasium

G. Authorize
an agreement with Smith Emery Company to provide special inspection and testing
services for projects at all nine campuses during the period November 10, 2003
through October 30, 2004 at a cost not to exceed $250,000 inclusive of eligible
reimbursable expenses.
Background: This district-wide contract will allow the
College Project Managers to provide for inspection services on an as needed
basis without contracting for each individual aspect of a project. College budgets are charged as the services
are utilized. Funding is through
Proposition A bond proceeds.

II. RATIFY SERVICE AGREEMENTS
A.
Ratify an agreement with Tony
Fairclough to provide energy technology services for the Campus Improvements –
Campus-wide HVAC project at Los Angeles City College during the period October
9, 2003 through December 12, 2003 at a cost not to exceed $17,100 inclusive of
eligible reimbursable expenses.
Background: Tony Fairclough has been selected from among
qualified consultants to provide feasibility studies into renewable and
sustainable energy technologies with a specific objective of reducing existing
and optimizing future energy consumption; researching and investigating
cogeneration and on-site power production options accommodating future infrastructure expansion; and defining an
integrated energy strategy incorporation legacy system, cogeneration and
trigeneration products, and future fuel cell technology. Funding is through Proposition A bond

B. Ratify Amendment No. 3 to Agreement No. 30015 with Lawrence R. Moss &
Associates to provide design/engineering services for the P. E. Field
Renovation – Women’s Softball Field project at East Los Angeles College during
the period November 12, 2003 through December 31, 2004 at a cost not to exceed
$12,200 inclusive of eligible reimbursable expenses.
Background: This
agreement was authorized by the Board of Trustees on November 7, 2001 (Com. No.
BSD1). Under the original agreement
Lawrence R. Moss & Associates was retained to provide design services for
the relocation of the Women’s Softball Field including a vehicular driveway and
pedestrian access ramp. The college has
requested additional design services to extend the driveway from the softball
service road to Floral Drive for construction access. The revised contract amount including this amendment is
$99,200. Funding is through Proposition

C. Ratify
Amendment No.1 to Agreement No. 30281 with Quatro Design Group to provide
design/engineering services for the Restrooms modernization/construction project
at East Los Angeles College during the period October 29, 2003 through January
31, 2004 at a cost not to exceed $5,950 inclusive of eligible reimbursable
expenses.
Background: This
agreement was ratified by the Board of Trustees on December 11, 2002 (Com. No.
BSD4). Under the original agreement
Quatro Design Group was retained to provide construction administration for the
restroom modernization projects at East Los Angeles College. The college has requested additional
services to include the modernization of Building G-3’s auditorium
restrooms. The revised contract amount
including this amendment is $38,950.
Funding is through Proposition A bond proceeds. Restrooms (Modernization/ Construction)

D. Ratify an agreement with Clark Seif Clark, Inc. to provide
environmental survey services for the Astronomy Building Modernization and
Science Building Modernization projects at Los Angeles Harbor College during
the period October 22, 2003 through December 15, 2003 at a cost not to exceed
$6,700 inclusive of eligible reimbursable expenses.
Background: Clark Seif Clark, Inc. will provide
environmental survey and testing services to detect the presence of hazardous
material such as asbestos, mercury, or PCBs in places where fixtures are to be
removed or may be disturbed during the modernization of the interiors of the
buildings. These services will include
the preparation of hazardous material abatement/encapsulation bid documents
based on the survey findings. Funding
is through Proposition A bond proceeds.

Building Modernization 03H.6304.03 ($4,735.50).
E. Ratify
Amendment No. 2 to Agreement No. 30357 with Mactec Engineering and
Consulting, Inc. to provide geotechnical investigation services for the Center
for the Sciences project at Los Angeles Pierce College during the period
October 15, 2003 through December 31, 2003 at a cost not to exceed $48,300
inclusive of eligible reimbursable expenses.
Background: This
agreement was authorized by the Board of Trustees on March 12, 2003 (Com. No.
BSD4). Under the original agreement the
consultant was retained to provide subsurface exploration and utility location
services at the location of the Center for the Sciences at Los Angeles Pierce
College. Subsequent services were
required to perform additional Cone Penetration Test (CPT) soundings due to varying bedrock elevations being encountered
in the subsurface soil data. Mactec
Engineering and Consulting, Inc. will perform Cone Penetration Test (CPT)
soundings in an approximate 20-foot by 20-foot grid pattern within the proposed
building footprint. . The revised contract amount including this
amendment is $244,600. Funding is
through Proposition A bond proceeds.

III. AUTHORIZE
CONSTRUCTION CONTRACTS
A. Authorize a contract with XX to provide demolition services for the
following buildings: EOP&S (R1-R3), Financial Aid (105-107) Citizenship

College for the total price of $XX.

C. Authorize a contract with Siemens Building
Technologies, Inc. to provide design/build services for the Auto/Metal Building
project at Los Angeles Trade-Technical College during the period November 6,
2003 through September 30, 2004 at a fixed price of $3,575,000.
Background: Siemens Building Technologies, Inc. will
design, engineer, procure, construct, test, and start-up a fully functional
photovoltaic system to be installed at the upper parking level of the
Auto/Metal Building (Building F) at Los Angeles Trade-Technical College. Siemens Building Technologies, Inc. will
also file the necessary paperwork to obtain the estimated rebates and
incentives from the appropriate water and gas companies. The project will allow for two rows of
covered parking. Funding is through
Proposition A bond proceeds. Auto/Metal

IV. RATIFY
CONSTRUCTION CONTRACTS
A. Ratify a contract with Reliable Paving Co. to provide paving
services for Relocation of Temporary Facilities project at Los Angeles Mission
College for the total price of $6,885.
Background: Reliable Paving Co. provided the low quote
for the paving of the construction management trailer and related services at
Los Angeles Mission College. Funding is
through Proposition A bond proceeds. Relocation

B. Ratify a contract with Siemens Building
Technologies, Inc. to provide rewiring and testing services for the Addition to
the Instructional Student Services Building project at Los Angeles Mission
College for the total price of $315.
Background: Siemens Building Technologies, Inc. provided
the low quote for the rewiring of one door and the testing of three roll-down
doors in the Addition to the Instructional Student Services Building at Los
Angeles Mission College. Funding is
through Proposition A bond proceeds.

V. RATIFY CONSTRUCTION CONTRACT CHANGE
ORDERS
A.
Ratify Change Order
No. 1 to Agreement No. 30456 with Hurricane Fence Company for the project to
install temporary fencing at Los Angeles Mission College for the total price of
$350.

Background: This contract was ratified by the Board of
Trustees on July 23, 2003 (Com No. BSD4).
This change order was requested by the college and is additional scope
for Hurriance Fence Company. With this
change order the total change orders total $350 or 9.9% (less than 10%) of the
original contract of $3,505. This
project totals $3,855 with this change order.
