Subject:  FACILITIES PLANNING AND DEVELOPMENT ROUTINE REPORT

                  PROPOSITION A PROJECTS

 

        I.         AUTHORIZE SERVICE AGREEMENTS

 

                   A.      Authorize Amendment No. 1 to Agreement No. 30245 with The Neiman Group to provide additional programming and design services for the restroom modernization project at Los Angeles City College during the period May 29, 2003 through August 12, 2003 at a cost not to exceed $65,555 inclusive of eligible reimbursable expenses. 

 

      Background:  This agreement was authorized by the Board of Trustees on October 9, 2002 (Com. No. BSD4).   Under the original agreement The Neiman Group was retained to prepare initial programming for DaVinci Hall, Holmes Hall, Clausen Hall and the Cesar Chavez Administration Building at Los Angeles City College.  Additional services are required to comply with Title 24 of the California Code of Regulations to include "smart" plumbing fixtures and energy efficient lighting.  The revised contract amount including this amendment is $142,555.  Funding is through Proposition A bond proceeds.  Restroom Modernization 01C.6175.05.

 

                   B.      Authorize Amendment No. 3 to Agreement No. 30060 with amphibianArc Architects for additional architectural and engineering services in support of the Student Admissions Center Parking Structure at Los Angeles City College during the period May 29, 2003 through May 31, 2004, at a cost not to exceed $123,000 inclusive of eligible reimbursable expenses.

 

                             Background:  This agreement was authorized by the Board of Trustees on April 17, 2002 (Com. No. BSD2).   Under the original agreement, amphibianArc Architects was retained to provide architectural and engineering services for the Student Admissions Center and the Student Admissions Center Parking Structure at Los Angeles City College.  Additional services are required to separate the plans and specifications for the two structures into separate bid packages, to provide construction administration and to pay for eligible reimbursable expenses.  The revised


                   contract amount including this amendment is $1,763,750 (Note: 1,549,495 on RFC).  Funding is through Proposition A bond proceeds.  Student Admissions Center 01C.6117.02 ($95,000) Student Admissions Center Parking Structure 01C.6119.02 ($28,000). 

 

                   C.      Authorize Amendment No. 1 to Agreement No. 30400 with Cannon Design to provide additional programming services for the Health, Physical Education and Fitness Center at Los Angeles Mission College during the period May 29, 2003 through June 29, 2003 at a cost not to exceed $64,955 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was authorized by the Board of Trustees on April 30, 2003 (Com. No. BSD4).   Under the original agreement Cannon Design was retained to prepare the initial program for the Health, Physical Education and Fitness Center at Los Angeles Mission College.  Additional services are required to prepare the final program and project proposal in the form required to pursue state capital funding.  The revised contract amount including this amendment is $89,955.  Funding is through Proposition A bond proceeds.  Health, Physical Education and Fitness Center 04M.6402.02.

 

                   D.      Authorize an agreement with Paul Murdoch Architects to provide architectural and engineering services for the Library Renovation project at Los Angeles Pierce College during the period May 29, 2003 through August 28, 2005 at a cost not to exceed $208,063 inclusive of eligible reimbursable expenses. 

 

                Background:  Architectural, engineering and construction administration services are required for the Library Renovation project at Los Angeles Pierce College.  Paul Murdoch Architects has been selected to provide this service from among architects responding to the On-Call Architectural Programming Request for Qualifications.    Funding is through Proposition A bond proceeds.   Library Renovation 05P.6508.03. 

 

                   E.      Ratify Amendment No. 6 to Agreement No. 30018 with Sherrill Interests to provide planning and organizational management at Los Angeles Pierce College during the period July 1, 2003 through December 31, 2003 at a cost not to exceed $92,000 inclusive of eligible reimbursable expenses.

 

      Background:  This agreement was ratified by the Board of Trustees on November 7, 2001 (Com. No. BSD4).  Sherrill Interests was retained to provide planning and organizational management services during and following preparation of the Master Plan at Los Angeles Pierce College.  The term of the services to be provided by Sherrill Interests is extended to December 31, 2003 for compensation not to exceed $92,000.  The revised contract amount including this amendment is $330,500.  Funding is through Proposition A bond proceeds.  Agriculture/Science/Nursing Center 05P.6501.02 ($4,750), Roadways, Walkways, Grounds, Parking Lots and Entrance Improvements 05P.6573.05, ($15,500), Child Development Center 05P.6509.02 ($23,000), Student Services Building 05P.6528.02 ($18,250), Technology Center 05P.6506.02 ($8,500), Animal Science Facilities 05P.6522.03 ($3,000), Exhibition/Events Center 05P.6526.02 ($6,000), Horticulture Building 05P.6521.02 ($3,000), Maintenance & Operations Facility 05P.6519.02 ($10,000).

 

                   F.      Authorize an agreement with Cannon Design to provide architectural programming services for the Stadium/Fieldhouse Renovation project at Los Angeles Southwest College during the period May 29, 2003 through December 31, 2003 at a cost not to exceed $58,460 inclusive of eligible reimbursable expenses. 

 

                Background:  Architectural programming services are required for the Stadium/Fieldhouse Renovation project at Los Angeles Southwest College.  Cannon Design has been selected to provide this service from among architects responding to the On-Call Architectural Programming Request for Qualifications.    Funding is through Proposition A bond proceeds.   Stadium/Fieldhouse  06S.6611.02. 

 

                   G.      Authorize an agreement with Psomas to provide campuswide survey services at Los Angeles Trade-Technical College during the period June 1, 2003 through November 28, 2003 at a cost not to exceed $200,000 inclusive of eligible reimbursable expenses. 

 

                Background:  In support of the Master Plan at Los Angeles Trade-Technical College it is necessary to prepare complete utility survey and mapping, grounds survey and infrastructure needs assessment.  Psomas has been selected to provide this service from among qualified consultants that submitted Statements of Qualifications in response to the On-Call Campus Survey Request for Qualifications.   Funding is through Proposition A bond proceeds.   Site Survey & Infrastructure Studies 07T.6780.01. 

 

                   H.      Authorize Amendment No. 1 to Agreement No. 30420 with Anshen+Allen Los Angeles for additional architecture and engineering services at Los Angeles Valley College during the period May 29, 2003 through December 31, 2006 at a cost not to exceed $3,038,472, and ratify Agreement No. 30420 with Anshen+Allen Los Angeles for architecture and engineering services during the period May 1, 2003 through May 28, 2003 in the amount of $41,000 inclusive of eligible reimbursable expenses.

 

                             Background:  The Master Plan for Los Angeles Valley College will provide for construction of an Allied Health/Science Center.  A Request for Qualifications for architectural and engineering services for the project was posted on the Proposition A website, qualified firms were short-listed and interviewed, and Anshen+Allen Los Angeles was selected to provide these services.  Negotiations with Anshen+Allen Los Angeles were conducted, and a total fee of $3,079,472 was agreed to be reasonable and within fee guidelines.  An interim agreement in the amount of $41,000 was then issued so that initial services could begin.  This project is scheduled to receive $15,000,000 from the State of California Proposition 47 bond program.  The balance of the cost of the project will be paid by Proposition A bond proceeds. Allied Health/Science Center 08V.6803.02.   

 

       II.         RATIFY SERVICE AGREEMENTS

        

                   A.      Ratify Amendment No. 1 to Agreement No. 30272 with The Neiman Group to provide additional design services for interim parking and bungalow demolition at Los Angeles City College during the period December 30, 2002 through January 20, 2003 at a cost not to exceed $1,238 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was ratified by the Board of Trustees on December 11, 2002 (Com. No. BSD4).  Under the original agreement, The Neiman Group provided architectural and engineering services for the demolition of two bungalows and design of a temporary parking lot adjacent to bungalows at Los Angeles City College.  Additional design services are required to revise the design of lighting, handicapped parking and fence location.  The revised contract amount including this amendment is $9,893.  Funding is through Proposition A bond proceeds.   Roadways, Walkways, Grounds, Parking Lots and Entrance Improvements 01C.6173.01.

 

                   B.      Ratify an agreement with Albert + Rachlin Architects to provide relocation and design services for the Wellness Center in Clausen Hall at Los Angeles City College during the period May 15, 2003 through June 1, 2003 at a cost not to exceed $6,273 inclusive of eligible reimbursable expenses. 

 

                Background:  Design services are required to develop construction drawings for the relocation of the Wellness Center to new facilities.  Albert + Rachlin Architects have been selected to provide this service from among architects responding to the On-Call Architectural Programming Request for Qualifications.    Funding is through Proposition A bond proceeds.   Clausen Hall 01C.6107.03.

 

                   C.      Ratify Amendment No. 1 to Agreement No. 30265 with Horiuchi and Associates to provide additional design and engineering services for electrical and mechanical upgrades at East Los Angeles College during the period May 15, 2003 through June 15, 2003 at a cost not to exceed $16,000  inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was ratified by the Board of Trustees on November 20, 2002 (Com. No. BSD4).  Under the original agreement Horiuchi and Associates was retained to provide design and engineering services for the electrical and mechanical upgrades to Buildings F, G and H at East Los Angeles College.  Additional services are required for the final design of the replacement cooling tower, condenser water pump, chilled water pump, cooling coils, and 150 ton air-cooled chiller.  The revised contract amount including this amendment is $141,000.  Funding is through Proposition A bond proceeds.   Campus Improvements 02E.6279.03. 

 

                   D.      Ratify an agreement with Quatro Design Group to provide design services for the Bailey Library Roof Replacement at East Los Angeles College during the period May 20, 2003 through August 20, 2003 at a cost not to exceed $14,700  inclusive of eligible reimbursable expenses. 

 

                Background:   Architectural, engineering and construction administration services are required at East Los Angeles College for the project that will replace the roof on Bailey Library.  Quatro Design Group has been selected to perform these services from architects responding to the On-Call Architectural Programming Request for Qualifications.   Funding is through Proposition A bond proceeds.   Bailey Library 02E.6212.03.

 

                   E.      Ratify an agreement  with P2S Engineering to provide design and engineering services for the campus electrical upgrade project at East Los Angeles College during the period June 1, 2003 through December 1, 2003 at a cost not to exceed $18,000  inclusive of eligible reimbursable expenses. 

 

                Background:   Architectural, engineering and construction administration services are required at East Los Angeles College for the electrical infrastructure project.  This agreement will provide design services for additional  5kV switchgear and medium voltage cable to redistribute existing load and extend electrical service for capital improvements, including the Technology Building currently under construction.  P2S Engineering has been selected to perform these services from among qualified engineers.  Funding is through Proposition A bond proceeds.   Campus Improvements 02E.6279.03.

 

                   F.      Ratify Amendment No. 1 to Agreement No. 30354 with APA Engineering to provide additional surveying services at Los Angeles Harbor College during the period April 10, 2003 through May 10, 2003 at a cost not to exceed $3,060 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was ratified by the Board of Trustees on March 12, 2003 (Com. No. BSD4).  Under the original agreement APA Engineering was retained to provide survey and boundary mapping at Los Angeles Harbor College.  This amendment will provide for more detailed survey services in the vicinity of the golf driving range lot 3.  The revised contract amount including this amendment is $14,585.  Funding is through Proposition A bond proceeds.   South Campus Parking and Loop Road 03H.6311.03.

     

                   G.      Ratify Amendment No. 4 to Agreement No. 30002 with Gensler and Associates to provide additional services in support of the Master Plan and Environmental Impact Report (EIR) at Los Angeles Mission College during the period May 13, 2003 through September 23, 2003 at a cost not to exceed $9,350 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was authorized by the Board of Trustees on August 22, 2001 (Com. No. BSD4).   Under the original agreement Gensler and Associates was retained to prepare the Master Plan for Los Angeles Mission College.  Additional services are required to support the preparation and presentation of the Environmental Impact Report (EIR).  The revised contract amount including this amendment is $651,475.  Funding is through Proposition A bond proceeds.  Land Acquisition, Land Use Improvements  04M.6478.05.

 

                   H.      Ratify an agreement with Fernando Juarez & Associates, Inc. to provide programming services for the athletic fields project at Los Angeles Mission College during the period April 23, 2003 through May 23, 2003 at a cost not to exceed $4,950 inclusive of eligible reimbursable expenses. 

 

                Background:  As part of the Master Plan, Los Angeles Mission College may enter into an agreement to acquire adjacent property which would require relocation of athletic fields to a site that may require slope grading.  Fernando Juarez & Associates was selected from among qualified firms to prepare a feasibility report for location of softball fields, multipurpose fields and a soccer field on the site.  Funding is through Proposition A bond proceeds.  Land Acquisition, Park and Golf Course Improvements  04M.6478.05.

 

                   I.        Ratify Amendment No. 4 to Agreement No. 30075 with Winzler and Kelly Consulting Engineers to provide survey services for hazardous materials at Los Angeles Pierce College during the period April 28, 2003 through August 1, 2003 at a cost not to exceed $2,600 inclusive of eligible reimbursable expenses.

 

    Background:  This agreement was ratified by the Board of Trustees on May 8, 2002 (Com. No. BSD4).  Winzler and Kelly Consulting Engineers was retained to provide environmental monitoring services during the removal of hazardous materials at Los Angeles Pierce College. This amendment will provide for monitoring of removal of hazardous materials in the area where the Cinemalab will be constructed.  The revised contract amount including this amendment is $12,577.  Funding is through Proposition A bond proceeds.   Business Education (Cinemalab) 05P.6513.02. 

 

                   J.       Ratify Amendment No. 1 to Agreement No. 30333 with Cannon Design to provide additional programming services for the Physical Education Gymnasium project at Los Angeles Southwest College during the period March 1, 2003 through August 31, 2003 at a cost not to exceed $29,852 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was ratified by the Board of Trustees on January 22, 2003 (Com. No. BSD4).  Cannon Design was retained to provide programming services for the Physical Education Gymnasium project at Los Angeles Southwest College.  Additional programming services are required to program the increased size of the project.  The revised contract amount including this amendment is $51,840.  Funding is through Proposition A bond proceeds.   Physical Education Gymnasium 06S.6608.03.

 

                   K.      Ratify Amendment No. 1 to Agreement No. 30296 with Psomas to provide additional survey services at Los Angeles Southwest College during the period December 12, 2002 through September 30, 2003 at a cost not to exceed $20,000 inclusive of eligible reimbursable expenses. 

 

                Background:  This agreement was ratified by the Board of Trustees on December 18, 2002 (Com. No. BSD4).  Psomas was retained to provide site survey and infrastructure studies at Los Angeles Southwest College.  Additional survey services are required to verify underground infrastructure conditions adjacent to the Student Services and Child Development Center site.  The revised contract amount including this amendment is $250,000.  Funding is through Proposition A bond proceeds.   Utilities Infrastructure Engineering Services 06S.6680.01.

 

                   L.      Ratify an agreement with Cannon Design to provide programming services for the Library/Learning Resource Center at Los Angeles Valley College during the period May 1, 2003 through July 31, 2003 at a cost not to exceed $46,500 inclusive of eligible reimbursable expenses. 

 

                Background:  As part of the Master Plan at Los Angeles Valley College the Library/Learning Resource Center will be modernized.  Cannon Design has been selected from among the firms submitting Statement of Qualifications in response to RFQ for On-Call Architectural Programming Services. Funding is through Proposition A bond proceeds.  Library/Learning Resource Center   08V.6802.02.

 

      III.         RATIFY CONSTRUCTION CONTRACTS

 

                   A.      Ratify a construction order with American Classic Sanitation to increase fence height and install a security roll gate at Los Angeles City College for the sum of $4,850.

                  

                             Background:  American Classic Sanitation provided the low quote to increase the height of a security fence and install a security roll gate at the relocated receiving area at Los Angeles City College.  Funding is through Proposition A bond proceeds.   Relocation and/or Acquisition of Temporary Facilities 01C.6177.04.

 

                   B.      Ratify a construction order with Prime Painting Contractors, Inc. to modify existing spaces and construct offices in the Library Basement and the First Floor Administration Building at Los Angeles City College for the sum of $23,357.

                  

                             Background:  Prime Painting Contractors, Inc. provided the low quote to provide temporary facilities for the Maintenance & Operations and Transfer Center at Los Angeles City College.  Funding is through Proposition A bond proceeds.   Relocation and/or Acquisition of Temporary Facilities 01C.6177.04.

 

 

                   C.      Ratify a construction order with Empire Air Balance Co. to re-balance the HVAC system in DSPS Offices in Clausen Hall at Los Angeles City College for the sum of $525.

                  

                             Background:  Empire Air Balance Co. provided the low quote to re-balance the HVAC system in the DSPS Offices in Clausen Hall at Los Angeles City College.  Funding is through Proposition A bond proceeds.   Clausen Hall  01C.6107.03.

 

IV.                   RATIFY CONSTRUCTION CONTRACT CHANGE ORDERS

 

A.      Ratify Change Order No. 1 to agreement No. 30336 with E & M Constructors        Co. to provide additional work for the Project Manager mobile modular from May 28, 2003 through June 20, 2003 for the total sum of $2,378.30.  This        work was not included in the original contract. 

 

          Background:  This agreement was ratified by the Board of Trustees on       February 12, 2003 (Com No. BSD4).   The contract was for general        construction work including grading, installation of a water line, fencing and        surfacing.  Additional work is required due to change of the original trailer             location.  Relocation of Temporary Facilities 04M.6477.04.

 

 

B.      Ratify Change Order No. 1 to agreement No. 30211 with E & M Constructors        Co. to provide additional work for parking lot construction and miscellaneous
