                  PROPOSITION A PROJECTS

Subject:  

        I.         AUTHORIZE SERVICE AGREEMENTS

 

 

A.      Authorize an agreement with Quatro Design Group to provide architectural design, engineering and construction administration services for the Student Services Modernization project at East Los Angeles College during the period August 21, 2003 through August 1, 2005 at a cost not to exceed $682,693 inclusive of reimbursable expenses.

 

          Background:  The Master Plan at East Los Angeles College provides for the modernization of the Student Services Center.  Quatro Design Group has been selected to perform architectural and engineering design from among architectural firms responding to a Request for Qualifications posted on the Proposition A website.  Funding is through Proposition A bond proceeds.  Student Services Center Modernization 02E.6213.03.

 

B.      Authorize an agreement with Kleinfelder, Inc. to provide inspection and testing services on an on-call basis at all District campuses during the period August 21, 2003 through July 31, 2004 at a cost not to exceed $250,000 inclusive of reimbursable expenses.

 

          Background:  The Proposition A program will require that DSA certified inspectors be sent at construction sites.  Kleinfelder, Inc. has responded to a Request for Qualifications posted on the Proposition A website for firms which provide such services on an on-call basis, and is qualified to render such services.  Funding is through Proposition A bond proceeds. Districtwide Inspections & Testing 10D.6096.05.

 

        


C.      Authorize an agreement with Tri/Con Engineering, Inc. to provide inspection and testing services on an on-call basis at all District campuses during the period August 21, 2003 through July 31, 2004 at a cost not to exceed $250,000 inclusive of reimbursable expenses.

 

                             Background:  The Proposition A program will require that certified inspectors be present at construction sites.  Tri/Con Engineering, Inc. has responded to a Request for Qualifications posted on the Proposition A website for firms which provide such services on an on-call basis, and is qualified to rendered such services.  Funding is through Proposition A bond proceeds. Districtwide Inspections & Testing 10D.6096.05.

 

       II.                   RATIFY SERVICE AGREEMENTS

 

A.      Ratify an agreement with Leidenfrost/Horowitz & Associates to provide architectural design and engineering services to create swing space within the cafeteria building at Los Angeles City College during the period January 6, 2003 through May 2, 2003 at a cost not to exceed $7,250 inclusive of eligible reimbursable expenses.

 

          Background:  Swing space in the cafeteria building at Los Angeles City College is required to support the Proposition A bond program.  Leidenfrost/Horowitz & Associates has been selected from among qualified architectural firms to plan and design such space and to prepare construction drawings and DSA documentation.  Funding is through Proposition A bond proceeds.  Relocation and/or Acquisition of Temporary Facilities 01C.6177.04.

 

B.      Ratify an agreement with Diana Ho Consulting Group to provide professional services in support of mitigation measures required in the Final Environmental Impact Report (EIR) at Los Angeles City College during the period August 1, 2003 through December 31, 2003 at a cost not to exceed $49,490 inclusive of eligible reimbursable expenses.

 

          Background:  The Final EIR at Los Angeles City College requires traffic mitigation measures.  Diana Ho Consulting Group will provide research and recommendations regarding the possible institution of MTA’s Universal Pass Program to increase use of mass transit by staff and students at Los Angeles City College.  Funding is through Proposition A bond proceeds.  Other Consulting Services 01C.6195.05.

 

C.      Ratify Amendment No. 1 to Agreement No. 30202 with Geocon Consultants, Inc. to provide additional geotechnical services in support of the Math, Science and Technology Building project at Los Angeles City College during the period August 15, 2003 through September 15, 2003 at a cost not to exceed $8,000 inclusive of eligible reimbursable expenses.

 

          Background:  This agreement was ratified by the Board of Trustees on September 18, 2002 (Com. No. BSD4).  Under the original agreement, Geocon Consultants, Inc. was retained to provide a soils report and geologic/seismic study for the Math, Science and Technology Building at Los Angeles City College which is generally located above the tunnel for the Red Line operated by the Los Angeles County Metropolitan Transit Agency (LACMTA).  Additional professional services are required to provide soils calculations and other items required by LACMTA.  The total amount of this agreement including this amendment is $20,000.  Funding is through Proposition A bond proceeds.  Math, Science and Technology Building 01C.6101.02.

 

D.      Ratify Amendment No. 1 to Agreement No. 30199 with the Smith Group to provide architectural and engineering design services for the Math, Science and Technology Building at Los Angeles City College during the period August 15, 2003 through September 15, 2003 at a cost not to exceed $25,000 inclusive of eligible reimbursable expenses.

 

          Background:  This agreement was authorized by the Board of Trustees on August 14, 2002 (Com. No. BSD4).  Additional architectural and engineering services are required to redesign the building foundations to alleviate pressure on the adjacent MTA tunnel and blast shafts to ensure the structural integrity of the Math, Science and Technology Building and MTA’s structure.  The total of this agreement including this amendment is $2,371,000.  Funding is through Proposition A bond proceeds.  Math, Science and Technology Building 01C.6101.02.  

 

E.      Ratify Amendment No. 2 to Agreement No. 30253 with Fields Devereaux Architects & Engineers to provide additional architectural and engineering services for the Holmes Hall Modernization project at Los Angeles City College during the period August 20, 2003 through February 16, 2004 at a cost not to exceed $33,825 inclusive of eligible reimbursable expenses.

 

          Background:  This agreement was authorized by the Board of Trustees on October 9, 2002 (Com. No. BSD4).  Additional architectural and engineering services are required to design additional operable windows and motorized dampers, retrofit the multi-zone office complexes, investigate retrofitting the existing rooftop outside air handler, retrofit the classroom fan coil units, and incorporate campus security standards.  The total of this agreement including this amendment is $125,835.  Funding is through Proposition A bond proceeds.  Holmes Hall Modernization 01C.6110.03. 

 

F.      Ratify Amendment No. 2 to Agreement No. 30265 with Horiuchi & Associates to provide additional design, engineering and architectural construction administration services for the F, G & H Electrical and Mechanical Upgrades project at East Los Angeles College during the period August 1, 2003 through August 1, 2004 at a cost not to exceed $10,500 inclusive of eligible reimbursable expenses.

 

          Background:  This agreement was authorized by the Board of Trustees on November 20, 2002 (Com. No. BSD4).  Additional design, engineering, and architectural construction administration services are required to modify Building G-3’s foyer air distribution system in order to provide a separate temperature and humidity controlled environment, independent of the central building air conditioning system.  The upgrade is required at Building G-3 so that the Mural Art Work located in the foyer can be maintained at the proper temperature and humidity on a 24-hour basis without using the 150-ton building chiller.  The total of this agreement including this amendment is $151,500.  Funding is through Proposition A bond proceeds.  F, G & H Electrical and Mechanical Upgrades 02E.6279.03.  

        

G.      Ratify Amendment No. 1 to Agreement No. 30373 with Psomas to provide additional hydrology studies necessary to support preparation of the Environmental Impact Report (EIR) at Los Angeles Mission College during the period August 21, 2003 through September 21, 2003 at a cost not to exceed $34,500 inclusive of eligible reimbursable expenses.

 

          Background:  This agreement was ratified by the Board of Trustees on March 26, 2003 (Com. No. BSD4).  Under the original agreement Psomas was retained to prepare an EIR level study and a storm drain water quality management plan.   As a result of an expansion in the scope of the EIR, more detailed hydrology studies and water quality analysis are required, the project area has been expanded and increased coordination with the EIR consultant, the U. S. Army Corps of Engineers and county representatives and the public will be necessary.  The total of this agreement including this amendment is $82,800.  Funding is through Proposition A bond proceeds.  Soil Testing 04M.6483.01.

 

                   H.      Ratify an agreement with Psomas to provide surveying and monitoring services for the Student Store/Financial Aid Building project at Los Angeles Pierce College during the period August 4, 2003 through February 4, 2006 at a cost not to exceed $9,100 inclusive of eligible reimbursable expenses.

 

          Background:  As a result of soil conditions at the site of the Student Store/Financial Aid Building at Los Angeles Pierce College, survey and elevation monitoring is required by the  Division of the State Architect (DSA).  Psomas has been retained from among qualified consultants to provide a monthly report of the results of monitoring activity.  Funding is through Proposition A bond proceeds.  Student Store/Financial Aid Building 05P.6504.02.

                  

I.        Ratify Amendment No. 1 to Agreement No. 30392 with La Canada Design Group to provide additional design services for the Plant Facilities/Sheriffs’ Station project at Los Angeles Valley College during the period July 17, 2003 through June 30, 2004 at a cost not to exceed $7,931 inclusive of eligible reimbursable expenses.

 

                             Background:  This Agreement was authorized by the Board of Trustees on April 9, 2003 (Com. No. BSD4).  Additional architectural/engineering services are required to design efficient storage for the Maintenance and Operations shops and for the shipping/receiving department, both of which will be located inside the new Maintenance and Operations building complex.  The total of this agreement including this amendment is $575,682.  Funding is through Proposition A bond proceeds.  Plant Facilities/Sheriffs’ Station 08V.6805.02.    

      

      III.         RATIFY CONSTRUCTION CONTRACT CHANGE ORDERS

 

                   A.      Ratify Construction Contract Change Order No. 1 to Contract No. 30360 with Kahromic Contracting, Inc. in the amount of $18,329 for the following action for the Demolition of Temporary/Obsolete Facilities.

 

                                       -  remove extra asphalt on tennis courts (additive $9,806)

                                       -  temporary fencing included in the original contract not required (deductive $9,000)

                                       -  digging three trenches and relocation of the gas line (additive $17,523).

                            

                             Background:  This contract was authorized by the Board of Trustees on March 12, 2003 (Com No. BSD4).  This change order is due to work not in the original scope of the contractor.  This project totals $249,329 with this change order or 8% of the original contract amount of $231,000.  Funding is through Proposition A bond proceeds.  Demolition of Temporary/Obsolete Facilities 01C.6176.02.  

      

                   B.      Ratify Construction Contract Change Order No. 1 to Contract No. 30389 with Byrom-Davey, Inc. in the amount of $32,810 for the PE Fields Renovation project at East Los Angeles College.

 

                                       -  saw cut a 6” wide section of swale and asphalt paving around the outside perimeter of the track

                                       -  install a 6” X 12” concrete curb around the perimeter of the track

                                       -  increase the project duration by four calendar days

                            

                             Background:  This contract was authorized by the Board of Trustees on April 9, 2003 (Com No. BSD4).  This change order is due to work not in the original scope of the contractor.  This project totals $946,502 or 3.6% of the original contract amount of $913,692.  Funding is through Proposition A bond proceeds.  PE Fields Renovation 02E.6211.03.

 

        

     IV.         AUTHORIZE ACCEPTANCE OF COMPLETION OF CONSTRUCTION CONTRACTS

 

                   Authorize the Acceptance of Completion for Contract No. 30425 with Prime Painting Contractors, Inc. for the Relocation of the Transfer Center and Maintenance and Operations at Los Angeles City College with a substantial completion date of January 27, 2003.                              

 

                   Background:  This contract was approved by the Board of Trustees on May 28, 2003 (Com No. BSD4).  This project totaling $23,357 is funded by Proposition A bond proceeds.  Relocation and/or Acquisition of Temporary Facilities 01C.6177.04.
