PROPOSITION A PROJECTS
I.
AUTHORIZE SERVICE AGREEMENTSA. Authorize Amendment No. 2 to Agreement No. 30160 with Ted Tokio Tanaka Architects to provide additional transportation consulting services for all campuses during the period from September 5, 2002 through June 30, 2003 at a cost not to exceed $_________.
Background: This agreement was authorized by the Board of Trustees on August 21, 2002 to secure a professional consultant to assist the District in assessing transportation requirements at each campus and to develop grant applications for submission to the Los Angeles County Metropolitan Transit Agency (MTA) and other possible funding sources. Initial surveys of the campuses have been completed, and specific grant applications can now be completed. This amendment will provide for the completion of such applications. Other Consulting Services 10D.6095.05.B. Authorize (1) termination of Contract No. 30115 with Envicom Corporation, and, (2) authorize an agreement with PCR Services Corporation to prepare the Environmental Impact Report (EIR) and related documents at Los Angeles Mission College during the period from December 12, 2002 through December 10, 2003
at a cost not to exceed $173,205 inclusive of eligible reimbursable expenses.Background: This is an elective termination by the District of Envicom Corporation under Section 15 of the original contract for services. Los Angeles Mission College desires to proceed with an expanded scope of work under a new contract for which proposals have been submitted by several firms. PCR Services Corporation has been selected to perform such services. The expanded scope of work will include biological assessment and additional environmental permitting for potential development in and adjacent to the campus. Environmental Impact Report (EIR) 04M.6481.01.
C. Authorize Amendment No. 8 to Agreement No. 30111 with Mactec (formerly LawCrandall) to provide additional geotechnical services at Los Angeles Southwest College during the period July 11, 2002 to December 31, 2002 at an additional cost not to exceed $66,000 inclusive of eligible reimbursable expenses.
Background: This Agreement was ratified by the Board of Trustees on May 8, 2002 (Com. No. BSD4). . The total amount of this agreement with this amendment is $665,096. Funding is through Proposition A bond proceeds. Master Plan 0S6.6670.01.
D. Authorize an agreement with Sandy Pringle and Associates to provide DSA certified inspectors and specialty inspectors on an on-call basis at all District campuses during the period January 1, 2003 through December 31, 2003 for a cost not to exceed $250,000 inclusive of eligible reimbursable expenses
Background: The Proposition A building program will require DSA certified inspectors present at construction sites. To date these services have been provided by various firms employing DSA certified inspectors under short-term agreements not exceeding $50,000 in value. Sandy Pringle and Associates is one of the firms providing such services. The District has subsequently requested Statement of Qualifications from firms providing such services and now can enter into on-call contracts for the year 2003 with such firms. Funding is through Proposition A bond proceeds. District-wide Inspection and Testing 10D.6096.05.
E. Authorize an agreement with Converse Consultants to provide DSA certified inspectors and specialty inspectors on an on-call basis at all District campuses during the period January 1, 2003 through December 31, 2003 for a cost not to exceed $250,000 inclusive of eligible reimbursable expenses
Background: The Proposition A building program will require DSA certified inspectors present at construction sites. To date these services have been provided by various firms employing DSA certified inspectors under short-term agreements not exceeding $50,000 in value. Converse Consultants is one of the firms providing such services. The District has subsequently requested Statement of Qualifications from firms providing such services and now can enter into on-call contracts for the year 2003 with such firms. F. Authorize an agreement with Teratest Labs to provide DSA certified inspectors and specialty inspectors on an on-call basis at all District campuses during the period January 1, 2003 through December 31, 2003 for a cost not to exceed $250,000 inclusive of eligible reimbursable expenses
Background: The Proposition A building program will require DSA certified inspectors present at construction sites. To date these services have been provided by various firms employing DSA certified inspectors under short-term agreements not exceeding $50,000 in value. II.
RATIFY SERVICE AGREEMENTSA. Ratify an agreement with Twining-Govil-Ryan for a hazardous material investigation at Los Angeles City College during the period November 15, 2002 through November 30, 2002 at a cost not to exceed $740 inclusive of eligible reimbursable expenses.
Background: An asbestos and lead-based paint survey of the State Square Electrical Vault is necessary prior to demolition. Twining-Govil-Ryan will conduct this survey using EPA certified personnel. Funding is through Proposition A bond proceeds. Site Survey and Infrastructure Studies 01C.6810.02.
B. Ratify an agreement
with Albert+Rachlin to provide construction administration services at Los Angeles City College during the period November 10, 2002 through January 30, 2003 at a cost not to exceed $19,000 inclusive of eligible reimbursable expenses.Background: Los Angeles City College will be constructing a new Student Admissions Center and Parking Structure, and requires site infrastructure demolition services. Albert+Rachlin was selected from qualified firms to provide this service. Funding is through Proposition A bond proceeds.
Student Admissions Center 01C.6117.02 ($12,350) Parking Structure (ICW New Student Admissions Center) 01C.6119.02 ($6,650).C. Ratify an agreement with The Neiman Group for architectural services at Los Angeles City College during the period December 23, 2002 through January 31, 2003 at a cost not to exceed $8,655 inclusive of eligible reimbursable expenses.
Background: Two temporary bungalows used by the Facilities Department at Los Angeles City College are to be demolished as part of the Master Plan. The Neiman Group has been selected from qualified firms to prepare plans for demolition of the structures and for design of an adjacent parking area. Funding is through Proposition A bond proceeds. Demolition of Temporary and/or Obsolete Facilities 01C.6176.05.
D. Ratify an agreement with Horiuchi and Associates for engineering design services at East Los Angeles College at a cost not to exceed $11,655 inclusive of eligible reimbursable expenses.
Background: Air conditioning is to be added to buildings February 11, 2002 to February 10, 2003 at East Los Angeles College. Horiuchi and Associates has been selected from qualified firms to prepare plans for this project. Funding is through Proposition A bond proceeds. Campus Improvements 02E.6279.03.01.
E. Ratify an agreement with Security Products for design services at East Los Angeles College during the period February 11, 2002 to December 31, 2002 at a cost not to exceed $9,951.15 inclusive of eligible reimbursable expenses.
Background: Renovation of windows is an element of the Master Plan at East Los Angeles College. Security Products has been selected from qualified firms to provide surveys and to prepare specifications for window replacements. Funding is through Proposition A bond proceeds. Campus Improvements 02E.6279.03.01.
F. Ratify Amendment No. 1 to Agreement No. 30205 with Mollenhauer Group for survey and engineering design services at East Los Angeles College at a cost not to exceed $4,000 inclusive of eligible reimbursable expenses.
Background: This agreement was ratified by the Board of Trustees on November 6, 2002 (Com. No. BSD4). A topographic survey and civil engineering plans are required for the new access ramp for temporary parking adjacent to the baseball field. Mollenhauer Group has been selected to perform these services as an extension of its existing agreement for survey services. Funding is through Proposition A bond proceeds. G. Ratify an agreement with L. S. Lichty & Associates to provide design and construction administration services at Los Angeles Harbor College at a cost not to exceed $17,150 inclusive of eligible reimbursable expenses.
Background: L. S. Lichty & Associates is the designer of the new phone system being installed at Los Angeles Harbor College under Agreement No. 00-7454 executed prior to the commencement of the Proposition A program. The new phone system project has become a Proposition A project. Additional design and construction administration services are required which will be performed pursuant to this agreement administered under the Proposition A program. Funding is through Proposition A bond proceeds. Campus Improvements 03H.6379.03.
H. Ratify Amendment No. 3 to Agreement No. 30056 with Casey O'Callaghan Golf Course Design, Inc. to provide design services at Los Angeles Mission College at a cost not to exceed $5,000 inclusive of eligible reimbursable expenses.
Background: This Agreement was ratified by the Board of Trustees on April 3, 2002 (Com. No. BSD4), and provided for preliminary plans for the relocation of golf holes impacted by the potential acquisition of property by Los Angeles Mission College. This amendment will provide for a statement of the scope of professional engineering and design services that will be required for the relocation of the golf holdes. The revised amount of this agreement with this amendment is $____________. Funding is through Proposition A bond proceeds.
I. Ratify Amendment No. 1 to Agreement No. 30075 with Winsler & Kelly Consulting Engineers to provide additional survey services at Los Angeles Pierce College during the period July 22, 2002 to September 30, 2002 at an additional cost not to exceed $1,710 inclusive of eligible reimbursable expenses.
Background: This Agreement was ratified by the Board of Trustees on May 8, 2002 (Com. No. BSD4), and provided for environmental monitoring during removal of hazardous materials in temporary facilities to be demolished. This amendment will provide for such services in an additional building. The total amount of this agreement with this amendment is $________. Funding is through Proposition A bond proceeds. J. Background: This Agreement was ratified by the Board of Trustees on May 8, 2002 (Com. No. BSD4). In connection with the Parking Lot 7 project engineered by Psomas, additional services are necessary for additional water-line engineering, traffic and safety services, pay validation machine system design and construction administration. Psomas will provide this service. The total amount of this agreement with this amendment is $665,096. Funding is through Proposition A bond proceeds. M. Ratify an agreement with Davis Langdon Adamson to provide programming services for the new Student Services Building at Los Angeles Pierce College during the period November 4, 2002 through January 31, 2003 at a cost not to exceed $45,650 inclusive of eligible reimbursable expenses.
Background: The new Student Services Building at Los Angeles Pierce College is included in the Master Plan and is currently scheduled for the commencement of programming, including estimating and engineering. Davis Langdon Adamson was selected from qualified firms to provide this service. Funding is through Proposition A bond proceeds. 05P.6528.02.
N. Ratify an agreement with Davis Langdon Adamson to provide programming services for the new Child Development Center at Los Angeles Pierce College during the period November 4, 2002 through January 31, 2003 at a cost not to exceed $30,830 inclusive of eligible reimbursable expenses.
Background: The new Child Development Center at Los Angeles Pierce College is included in the Master Plan and is currently scheduled for the commencement of programming, including estimating and engineering. Davis Langdon Adamson was selected from qualified firms to provide this service. Funding is through Proposition A bond proceeds. Child Development Center 05P.6509.02.
O. Ratify an agreement with Rosenheim & Associates to provide consulting services in connection with the Environmental Impact Report for Los Angeles Pierce College during the period October 1, 2002 through September 30, 2003 at a cost not to exceed $30,000 inclusive of eligible reimbursable expenses.
Background: The Environmental Impact Report at Los Angeles Pierce College will require extensive public relations and community relations services. Rosenheim & Associates will provide this service. Funding is through Proposition A bond proceeds. Environmental Impact Report (EIR) 05P.6581.01.
P. Ratify Amendment No. 6 to Agreement No. 30111 with Mactec (formerly LawCrandall) to provide additional geotechnical services at Los Angeles Southwest College during the period July 11, 2002 to December 31, 2002 at an additional cost not to exceed $48,300 inclusive of eligible reimbursable expenses.

Q. R. Ratify an agreement with Warren, McVeigh & Griffin, Inc. to provide risk management consulting services for the District during the period from December 1, 2002 through _________________, 2003 at a cost not to exceed $49,900.
Background: Proposition A construction at the nine District campuses raises many issues pertaining to insurance, indemnity and risk management. District staff has determined that it is in the best interest of the Proposition A program to retain an expert consultant to advise the District on these and related issues, and a Request for Qualifications (RFQ) was posted on the District website. Warren, McVeigh & Griffin, Inc. was selected from qualified consultants to prepare a report and recommendation on whether the District should institute an Owner Controlled Insurance Program (OCIP) or other risk management programs for Proposition A construction. Funding is through Proposition A bond proceeds. Other Consulting Services 10D.6095.05.
III. AUTHORIZE CONSTRUCTION CONTRACT
A. Authorize a construction contract with Sea Pac Engineering, Inc. to provide general construction services for the project to renovate the Exhibition/Events Center at Los Angeles Pierce College in the amount of $1,848,000.
Background: This construction contract is the result of competitive bidding. ____ (__) firms requested bid packets; four (4) responsive bids were receiving ranging from $1,848,000 to $____________. Funding is through Proposition A bond proceeds. Exhibition/Events Center (Phase 1) 05P.6526.02.
IV. RATIFY CONSTRUCTION CONTRACT
A. Ratify agreement with Mobile Modular Management Corporation to provide general construction services for the Financial Aid and Computer Science modular buildings at Los Angeles Valley College
during the period from August 15, 2002 through September 15, 2002 at a cost not to exceed $24,900 inclusive of eligible reimbursable expenses. Background: This construction contract will provide for sawcutting, excavation and removal of spoils for foundations for the Financial Aid and Computer Science buildings at Los Angeles Valley College. Funding is through Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 08V.6877.04.B. Ratify an agreement with Mobile Modular Management Corporation to provide general construction services for modular restrooms at Los Angeles Valley College
during the period from September 6, 2002 through September 30, 2002 at a cost not to exceed $8,400 inclusive of eligible reimbursable expenses. Background: This construction contract will provide for a concrete ramp and railing extensions and a stand-alone fire alarm system as required by DSA and touch-up painting of the modular restrooms. Funding is through Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 08V.6877.04.C. Ratify an agreement with Pacific Coast Cabling to provide general construction services for the telecommunication system at Los Angeles Valley College during the period from November 11, 2002 through December 31, 2002 at a fixed price of $23,248.06.
Background: This construction contract will provide conduit for telecommunications from the south tunnel to the point of connection (pull box) near the northwest corner of the south gymnasium. This conduit is a section of the DSA approved conduit route for telecommunications wiring that will supply the temporary modulars including Financial Aid, Computer Science and College Project Manager modulars. Scope includes sawcutting, trenching, conduit installation, concrete encasement, backfill, compaction and repaving. Funding is through Proposition A bond proceeds. D. Ratify an agreement with Young Construction for general contracting services for the modular units at Los Angeles Valley College for the fixed price of $12,973.91.
Background: This construction contract will provide ramp and railing extensions for the modulars at Los Angeles Valley College. The work includes forming, rebar and concrete installation for ramps as well as metal railing that will extend from the prefabricated ramp section to the existing grade. Funding is through Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 08V.6877.04.
E. Ratify an agreement with Rokni Electric Company, Inc. for general contracting services for the modular units at Los Angeles Valley College for the fixed price of $8,000.
Background: This construction contract will provide (1) concrete ramp and railing extensions for the modulars, (2) a stand-alone fire alarm system and (3) touch up paint as needed at Los Angeles Valley College. Concrete ramp extensions are needed to transition prefabricated ramp sections to grade and the stand-alone fire alarm system is a DSA requirement based on the location of restrooms being more than 20’ from adjacent structures. V. RATIFY CONSTRUCTION CONTRACT CHANGE ORDER
Ratify Change Order No. 1 to Agreement No. 30163 with Profile Structures, Inc. for site asphalt concrete paving at East Los Angeles College for the fixed price of $2,863.
- Paving additional areas to maintain site drainage.
Background: This contract was ratified by the Board of Trustees on July 24, 2002 (Com. No. BSD4). The change is due unexpected site conditions. This Change Order No. 1 is 7.9% of the original contract. This project totals $39,113 with this Change Order. Funding is through Proposition A bond proceeds. CONTRACTS
A. Authorize the Acceptance of Completion for Agreement No. 30152 with Byrom-Davey, Inc. for the project to install artificial turf for Weingart Stadium at East Los Angeles College with a substantial completion date of August 29, 2002.
Background: This Agreement was approved by the Board of Trustees on July 24, 2002 (Com. No. BSD4). This project totaling $715,000 is funded by Proposition A bond proceeds. Stadium Synthetic Turf 02E.6211.03.01.
B. Authorize the Acceptance of Completion for Agreement No. 30146 with Los Angeles Air Conditioning, Inc. for the project to install HVAC for new relocatable building B1.7 at East Los Angeles College with a substantial completion date of August 26, 2002.
Background: This Agreement was approved by the Board of Trustees on July 10, 2002 (Com. No. BSD4). This project totaling $29,275 is funded by Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 02E.6277.04.01.
C. Authorize the Acceptance of Completion for Agreement No. 30161 with New Age Communications for the project to install telephone and data cabling at East Los Angeles College with a substantial completion date of August 26, 2002.
Background: This Agreement was approved by the Board of Trustees on July 24, 2002 (Com. No. BSD4). This project totaling $83,582 is funded by Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 02E.6277.04.01.
D. Authorize the Acceptance of Completion for Agreement No. 30146 with Profile Structures, Inc. for the project to install telephone and data conduit for relocatable buildings B1.1-B1.7 at East Los Angeles College with a substantial completion date of August 26, 2002.
Background: This Agreement was approved by the Board of Trustees on July 10, 2002 (Com. No. BSD4). This project totaling $78,900 is funded by Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 02E.6277.04.01.
E. Authorize the Acceptance of Completion for Agreement No. 30146 with Action Environmental Enterprises, Inc. for the project to abate asbestos-containing materials in buildings E7 and E8 at East Los Angeles College with a substantial completion date of November 1, 2002.
Background: This Agreement was approved by the Board of Trustees on September 4, 2002 (Com. No. BSD4). This project totaling $122,038 is funded by Proposition A bond proceeds. Demolition of Temporary and/0r Obsolete Facilities 02E.6276.05.
VII. RATIFY PURCHASE ORDERS
A. Ratify a purchase order with GE Capital Modular Space to provide a temporary jobsite trailer at Los Angeles Pierce College during the period from August 1, 2002 through February 28, 2003 at a cost not to exceed $15,257.72.
Background: This purchase order will provide space for the Collete Project Manager while the modular units are being installed that will be used for the balance of the Proposition A program. Funding is through Proposition A bond proceeds. Relocation/Acquisition of Temporary Facilities 05P.6577.04.
B. Ratify a purchase order with GST/Micro City to purchase computer equipment for the Computer Lab at Los Angeles Valley College during the period from November 15, 2002 through December 31, 2002 at a cost not to exceed $14,823.76.
Background: On February 21, 2002 the District entered into a master contract to purchase telecommunications and computer equipment from GST/Micro City. This purchase is pursuant to the master contract, and will provide monitor display arms for increased safety and security for the computers in the Computer Lab. Funding is through Proposition A bond proceeds. Relocation and/or Acquisition of Temporary Facilities 08V.6877.04.
VIII. AUTHORIZE ADOPTION OF CONSTRUCTION PLANS AND SPECIFICATIONS
A. Authorize the adoption of plans and specifications for the renovation of Weingart Stadium running track and field event stations at East Los Angeles College.
Background: In accordance with Public Contract Code Section 22030, the Board of Trustees shall adopt the plans and specifications for the project prior to bidding the construction work on the project. The project plans and specifications have been designed and developed by a licensed architect/engineer, and reviewed by DSA and the Los Angeles Community College District Facilities Planning and Development staff. Track and Field Events 02E.6211.03.02.
B. Authorize the adoption of plans and specifications for the modernization of restrooms campuswide at East Los Angeles College.
Background: In accordance with Public Contract Code Section 22030, the Board of Trustees shall adopt the plans and specifications for the project prior to bidding the construction work on the project. The project plans and specifications have been designed and developed by a licensed architect/engineer, and reviewed by DSA and the Los Angeles Community College District Facilities Planning and Development staff.
